Fixed Help Command

Fixed HxC Hat dupe
Added /hxc chill [radius] [heightradius] (clears all fires)

added /hxc fallprotect [times] (negates player fall damage x times) (added this as a sideeffect of fixing RTP)

added fall protection to RTP and set player to tp 200 blocks in the sky above new terrain

added /hxc effects (tells players what effects from XP level they have)

HxC homes I think may be fixed, but stick with text storage in configs if you have been using them.
I'd stick with text storage for quite a while until I thoroughly test it, as the original issue doesn't always happen. So testing is difficult.
