Changed from common config to server config. Added 2 new configs.
- Cant bind home while on cooldown: This will prevent players from binding a home while a teleport cooldown is active.
- Binding home adds cooldown: If set to greater than 0 this adds a cooldown to the player when they bind their homes.
These options were added to allow modpack makers to combat rapid home settings. Thanks for the suggestion HikariKogane!
