Ability to support wildcard cofiguration

- Mod: * works (but is checked last)

- Minecraft: Tool works. (and is checked first)

- Minecraft: * works (but is checked last)

 

Tools now have 

Highest Starting Y altitude, Lowest Ending Y altitude, Extra Exhaustion, Percentage Tool Is Slowed in it's range (almost no affect on the high end-- full effect at the low end and below)
