Iteration 1 of the Oxygen Distributor Implemented
    - To use the device, simply supply it with Oxygen Tanks and Lapis
    - The device requires magical power to run.
    - By default, it will Consume one lapis gem every 5 seconds and will
      stop functioning if it runs out of power.
    - Lapis Blocks will last 10 times as long as lapis gems, so it is
      encouraged to use them instead.
    - The device will prevent living entities from taking oxygen damage
      within a 16 block (cubic) radius of itself.
    - The device will consume power as long as there is a tank in it's
      inventory and at least one entity that can accept oxygen.
