-Fixed the method to obtain hydro vision. Originally you simply wouldn't be able to get it at all despite the perquisites listed. Now drowning (/taking other damage while underwater while >5 hearts), will have a chance at giving you the hydro vision.

-Nerfed the electro vision. Decreased the time in which the electrified effect (200 ticks --> 150 ticks) is cast upon target entities.
