Initial release for 1.21

This release moves the project off of Architectury and FTB Library, and onto Placebo (mostly for the sake of configuration and some registry helpers)

I'm also trying to implement some new mechanics and blocks in my free time, but it's gonna take a little while as I'm a little busy with my thesis rn; regardless, please enjoy!
