Added lightman's currency compatibility

Fixed a few bugs related to offline bank viewing

added a few commands if you are switching from lightman's to numismatics, and the other way around as well through currency set and reload in admin commands

removed the hard dependencies for numismatics and added both numismatics and lightmans as optional, versions are also not hard coded in anymore so there will be some that work and some that will not, currently it is build for numismatics 1.0.19 and lightmans 2.3.0.1d but it should work on other versions as long as the logic hasn't been changed

Added admin debug charges to the /flanrent history for easier testing and more visibility for the player

Added the admin command for switching purchase price and rent price, This is not a user command so you cannot switch the prices on your renters without notice

Added a checkpayments command for admins to see if a payment is queued, this is only really for if you switch currency mods and the users bank account isn't created yet - I may expand on this later to see future upcoming payment but we'll see
