Initial release of Elytra Wind Brake

Added a simple Elytra wind brake that lets players hold Shift while flying to slow down.

Works client-side and can be used on vanilla servers without needing the mod installed on the server.

Some servers may not allow client-side movement mods, so use it on servers at your own risk.

Designed to keep the vanilla Minecraft feel while making Elytra flying easier to control.
