- proper augmentstation tier check to disallow gear awakening if gear tier is higher than augmentstation tier

- fixed augment slot didnt budge when it was supposed to change
- add safeguard if gear's designed max augment slots has reached it's tier's limit, or the lowest limit (-1, might want to configure each tier's max slots to be a server config)
