cut down trees

This is for Minecraft 1.20.4

Added 3 commands.
Changed algorithm.
Came to use config file.
Became able to change damage that get when cut down trees.
Became able to change how much time(tick) do you need to cut down trees.

Commands that added

1. /cutdownrule cutDownDamage [value]
You can change damage that get when cut down trees.

2. /cutdownrule cutDownSpeed [value]
You can change how much time(tick) do you need to cut down trees.

3. /cutdownrule doDroppedItemsGoToNearOfPlayer [true | false]
You can change whether items dropped when cutting down a tree will drop near you
