Additions:

- Added a config option to only allow restrained players to be anchored.
- Added compatibility for Simple Voice Chat, when Duck Tape is equipped on a player, they wont be able to speak.
- Added a config option to only allow low health players to be restrained. If PlayerRevive is installed this allows only downed players to be restrained, unless they are already restrained.
Changes:

Fixes:
- Players can no longer interact with their chain knot when anchored.
- Players can no longer shake out of a pillory by spamming sneak and right click.
- Brought back the anchor command.
- Players with their legs restrained can no longer dismount their ride.
- Reinforced lamp recipe now actually produces reinforced lamps.
- Swapped Shackles and Handcuffs recipes to make the more expensive recipe produce the more durable restraint.
- Restraints now retain their NBT data when equipped and unequipped.
- Players can no longer use items while detained in a pillory.
- Players can no longer open their inventory or scroll their hotbar while detained in a pillory.
- Players can no longer free look while holding an item while detained in a pillory.
- Fixed many MANY input issues related to being restrained and detained, now no input will be processed for specific keybinds when restrained or detained.
