Added the Creative Circuit Box! It...
- Provides a way to have command blocks placed in survival
- Provides a way to remove said command blocks if need be
- Allows for lightning strikes on command

Included this to respawn the Wither Storm in my modpack using Cracker's Wither Storm Mod. Inspired by the ATM8 x Wither Storm Tweaks mod created by MeatMake.
