Each of speed boosts gives you -1 from the cooldown which is 4 seconds by default
Each Max Upgrade gives you +1 to output item,

- New texture for speed upgrade ( because the old one was controversial, bcs some pepole say it was stolen from Mekanism ) 
- 2 new fragments, that arrived with removal of the zinc nugget, and the brass nugget... Behold:
- Upgrader now uses Brass ingots, andesite alloy and zinc ingot from create mod instead of those from create_cge
