Compact Void Miners

• Added DISABLED text to tag filters to tell player when a filter/tag group is disabled in the config
• Added GUI icon + tooltip to tell that a filter upgrade is needed to use the filter slot
• Removed some bad code which should of only registered enabled tag filters, this is bad practice so removed
• Added a /cvm command to refresh the tag + fluid caches
• Changed the config type to server so it syncs to the client
  (Similar to mekanism it stores it in the normal config folder instead of per-world)
• Fixed a crash with the pipez mod as the void pump tank would return null instead of an empty fluidstack if it was empty on getFluid()

Classified as BETA as it needs some testing first
