Added: Arctic Dimension (Creative Only) Use Arctic Dimension Portal Blocks and an Igniter to make the portal

Added: Snowy Forest - Biome in the Arctic Dimension

Added: Snowy Plains - Biome in the Arctic Dimension

Added: Mangrove Forest - A few problems but spawns in the Swamp - Normal Recipes, No Doors/Trapdoors

Added: Penguin - Drops Raw Cod - Spawns in Snowy Biomes and Arctic Dimension

Freeze Potion: Freezes you/entities in place (You can fly but it glitches a little)

Remove Potions: Removes any potion effects you have or will be given in a specified amount of time *Tipped arrows for both of these

Changes:

Removed Spawning for eagles
