Cobblemon Mass Outbreaks

Improved checks, outbreaks should be less likely to finish when far away.
Outbreakportals no longer tick when chunk is unloaded.
Made a default template that will spawn when no json files can be loaded so players will not crash
Added command that will clear the player timers
Added command that will set the timers to config value if current one is higher than the config value
Added config value to turn on or off spawn rewards
