/cobbleblocks alert off

/cobbleblocks sound
/cobbleblocks sound on
/cobbleblocks sound off

Players can now disable CobbleBlock chat alerts separately from sounds.
The old /cobbleblocksounds command has been replaced with /cobbleblocks sound.
