Increased stack size of all elemental cores to 16.

Reduced stack size of champion lootbags to 5.

Reworked speed and attack speed buff from sovereign splendour effect to be flat 20 percent each instead of scaling on total health.

Other minor fixes and improvements to tooltips etc.
