CBC: Advanced technologies crash fix

• Added chaff and directional jamming support through the Radars API.
• Improved lost and false radar contact handling while preserving last-known target positions and fire-and-forget guidance.
• Added RWR emissions for active radar seekers, with proper cleanup when guidance ends.
• Restored the original Radars guided fuze to the creative tab and added its crafting recipe.
• Verified coexistence with Create: Kaboom and included it in the standard development launch.
• All integrations remain optional.

Known limitation: The installed Radars 5 EA version has an upstream startup issue when Sable is absent.
