Fixes:
Caged Ladder when placed underwater will now place waterlogged state
When changing hand-rails mode on catwalks with wrench, they will now be in correct state (was setting it opposite to what it was before, which wasn't always correct...)
Catwalks will turn to stairs if block above them is water (& place waterlogged variant for upper half of stairs as expected)
Compressed recently added textures
