Adds a Fishing Upgrade to cargo boats

  • Can be enchanted with fishing enchants
  • Adds 5 RF/t of energy consumption
  • Normally fishes about once every 12.5 seconds on average
  • Overfishing penalty is tracked per-chunk, by default the fishing probability is multiplied by 0.6^x where x is the proportion of time that the chunk has been fished (resets if not fished for 3 minutes by default)
