Binding Vows Jujutsu Craft Addon

**Balance Changes:**
Reworked Gambling on the Sparks to make it more unique;
Before: weakness 2 for 6.5 minutes, zone 4 for 5 minutes
After: Everytime you hit a black flash you get +2 zone or -2 weakness, starting with weakness 4. Lasts a maximum of 4 minutes, and is toggleable.

Changed parry's downside;
Before: 14 second cd
After: +15 seconds of fatigue.
Buffed Brain Recovery: Gives you less fatigue/brain damage now.
Changed parry downside. It now gives you fatigue as a downside.
Changed simple vow strength downside. It now gives you vulnerable 1 effect instead of slowness.
Heed now gives regeneration instead of strength 61

**Bug Fixes/QOL Changes:** 

Added Flower Offering Regen, 0.2 Second Domain Expansion, and Brain Recovery to the vow book
Added zone check to the /effectstats command
Fixed 0.2 Second Domain Expansion giving hakari zone 165 and yuki star rage 2000
Fixed a few vow descriptions
Added a lot more vow descriptions to the vow book
Made it so some vows that used to set your strength to 20+ now just add strength, meaning those vows wont be OP for players below special grade anymore.
Added new gamerule: "bindingVowBanCraftingVows"   (Doesnt let players craft the vow chooser.)
