- added cluster scanner , a new tool that allow to show additional info about clusters
- ore clusters now can regenerate new ores
- new tags to define ores that cannot be regenerated , rocks that can be used to regenerate clusters

- changed some blocktag names to be less *abnormal*
- changed cluster blocks to use a custom builder
