fix quest tracking menu tab toggle

Handle the tracking menu key on NeoForge press and release events so short presses toggle the menu, long presses are ignored, and behavior remains consistent while a screen is open. Remove duplicate release handling from the tracking screen and prevent key mapping clicks from being replayed. Retain quest sync null-safety and updated tracking key translations.
