Apiary Horizons Fixes 1.7

* Added an optional compatibility fix that allows eligible leashed entities to sit on Quark stools.
Entity eligibility follows Create's seat rules, including the create:ignore_seat tag and the seatHostileMobs server setting.

* Added the allowCreateCompatibleEntitiesOnQuarkStools option to config/apiaryhorizonsfixes-common.toml.
The new compatibility fix is disabled by default.

* Updated bundled localization and guide text to improve punctuation and consistency.
* Updated the README and third-party notices for Create, Quark and Zeta compatibility.

Built-in resource and localization fixes are loaded automatically.

All optional client-side and logical-server fixes are disabled by default and can be enabled individually in:
config/apiaryhorizonsfixes-client.toml
config/apiaryhorizonsfixes-common.toml
