Increased maximum world height to 400

Changed the terrain generation to prevent overlapping normal terrain and caves, filling caves.

More clouds.

Clouds are more solid now, there are still areas you can fall through, but the walkable (snow) cloud area has increased.

Added varied terrain height to cloud island tops, so they aren't just flat.

Fixed lake spawning issue causing crashes.
