Add-on for Nirvana increasing Hemp spawn rates and adding mod compat

Add-on for Nirvana
Note as of Nirvana versions 1.2.3 (1.20.1) and 2.0.8 (1.21.1):
This datapack has been merged into the main mod, essentially making it nonfunctional. Only mod versions below these will see an increase in hemp spawn rates.
Makes Hemp more common as well as adds it to modded Jungle biomes, making them not so extremely rare when paired with worldgen mods. More specifically, it changes the rarity filter from 120 -> 20 (6x more common), as well as makes it spawn in biomes that have the following tags:
- #atmospheric:is_rainforest
- #biomeswevegone:jungle
- #minecraft:is_jungle
