Lvl Stats v1.10

* Has only been tested on fresh new singleplayer world.
* Recommend making a backup of your world before trying the update.
* Theoretically, it should work on existing worlds, but please don't hurt me if I'm wrong.

- Changed the red messages such as "No available points!" to appear over action bar.
- Added XP Penalty system (default off). Players can now lose 50% of their EXP. For example, LVL 20 and 50% XP will be LVL 20 and 25% XP upon death.
- Added minecraft:generic.armor to VIGOR (default off). You may turn this on in the admin menu.
- Added "Starting stats" to simulate a psuedo-class system (default off). This feature is intended for modpack authors / server owners. There are no default settings. Guidance on how to use this feature will be in discord for now.
- Changed some coding with player-resets / stat-resets to supplement the new starting stats system.

* Split 1.18 and 1.19 versions to diffuse any confusions.
