WorldGuard Land Claim

• Fixed issues with more recent versions of craftbukkit/worldguard not working with the plot feature
• Permission to claim plots is given by default to users, if plots are enabled from the config

No way to reload config yet, without reloading plugin/restarting server. No option to charge per-block for regions.
