Waypoints

Updated console commands. Fixed an occasional freeze in waypoints when adding an extremely similar waypoint. -Fixed to sort by case insensitivity Modified it so you don't fall as many blocks when teleporting. -Hoping this will not allow you to suffocate in a roof and still teleport and stay on a freshly loading chunk.

Added a .docx (word 2007) file to github for overview.

When teleporting to a chunk that has not been loaded yet sometimes you will fall through the earth. Just retype /wps go <yourwaypoint> before you fall to far and you should be fine.

You may end up having to recreate some waypoints due to some code that ended up getting auto formatted in a earlier version that I did not catch, sorry for the inconvenience, waypoints locations may also not be correctly positioned in newer versions of craftbukkit as opposed to older versions for some reason.
