Code overhaul

Change packaging to "recommended" structure for bukkit.

Added a serializing waypoint save and the ability to load previous formats. Added a new waypoint structure that seems to fix up all the oddities of multiverse teleporting.

Added the ability to do commands in console (such as add/create, delete/remove, list [world/page] [name/number])

The new config format is used so servers will need to be launched once and then the config file will be copied. Edit this config file if you need and reload the server to make sure to get your correct permissions.

Removed Permissions(?) support because addons should be using the bukkit API for permissions now.

When teleporting to a chunk that has not been loaded yet sometimes you will fall through the earth. Just retype /wps go <yourwaypoint> before you fall to far and you should be fine.

You may end up having to recreate some waypoints due to some code that ended up getting auto formatted in a earlier version that I did not catch, sorry for the inconvenience.
