[4.0.0-b8] - Beta 8: Fixed region malfunctioning with permissions, (hopefully) cleared all of the bugs with /who. I BELIEVE the quit number is reporting incorrectly due to Bukkit.getOnlinePlayers() not removing the quitted player's instance. That's my only explanation for its incorrect reporting. The number renders correctly as a person goes into FakeQuit... so...
