New Features:

- withdraw money from a town bank back to players

- admincommand to see the money of other players: /money

- new permission to modify all towns (default: false)

Bugfixes:

- playershops now are working correctly, the stock is filled by selling items to the shop etc.

- players are not able to buy spawners from a shop

- if you create a town, disable the townworld and enable it again, you are not able to create a town with the same name

- fixed compatibility for WorldEdit

- fixed a bug, where players are able to pay more money to a town then they have

Changes:

- the permission ultimate_economy.wilderness is by default now false. (before it was default for op)
