Fixed a bug with the message dialog where it would not close itself and use system resources :)
added a new permission tobimotd.timer to access the new /tm timer commands
Added subcommands to /tm,
/tm reload
/tm timer
/tm help
/tm is the same as running /tm reload
Probably a lot more i can't remember now :)
