Chunk Fixes

• hopefully, players will no longer fall through the floor when teleporting to unloaded chunks...

New Commands

• /config reload - reload the config without resarting the server

New Configs

• updatenotify - controls ingame notifications of updates
• updateenable - false by default, enable to have the plugin check for updates

New Permissions

• teleport.config - use /config reload
• teleport.update.notify - players with this permission will be notified of new updates to the plugin depending on updatenotify in config
