Added IP address filtering and scoring.

Can be turned on/off in config file (example: IPFilter: 1 is on and IPFilter: 0 is off) You can set how many spam points are added by setting IPSpam: x where x is the amount of points to add for each offence.

Added Permissions:

regx.opIPfilter description: disables ip filtering for players with this permission.
