- Added Sanctuaries: Areas where no towns can be made. There's a config option to allow/disallow building in these, either for ops, players, or both.
- Added SuperUsers: Particularly well endowed members of towns. They can build not only in the plots that they are members of, but can also build in unplotted land.
- Added a config option to allow or disallow building outside of towns.
- The default setup for permissions sucks.
