New commands:
/e clear
Removes all active effects on you.
/e clear <your body>
Removes all active effects on your body.

New permissions:
SimpleEffects.clear
SimpleEffects.clear.other

Fixes:
- Internal server error if player not existed.
- Cutted down the code a bit, and have maked it more straightforward.
- Better feedback from using commands.
- Source code is now included in the jar file.
