Banks are mostly implemented now:
- Can have groups pay different taxes to each bank
- Groups can have their own withdraw bank
- Money in the bank is split amongst the players (unless it's the global bank)
Evaluation and execution now keep track of the elevation.
Added some extra permission nodes for various things.
