Changed how the config works to support running commands on rotten food eating.

Requires Vault to use the new penalty feature!

• Now set commands to be run as console/player when a player eats rotten food.
• Deduct money from a player when they eat rotten food (configurable).
• I think I've fixed the issue of it not rotting when /give is used.
