Remove /regenblock command. Just use /rb instead all the time. Added /rb region sync [name] [0/1] command. 0 will be default regen type, 1 will make all blocks regenerate at the same time. Whenever first block from a region is placed in the regen queue, all the blocks from the same region will be queued to respawn at the same time.
Moved some misc messages to debug mode only - /rb debug will still spew them out if needed
