Added a configuration option for where the region starts from on the Y axis, after reading the comments of http://www.multiverse.shivtr.com/forum_threads/1038211.

It's normal by default, but just changing it from 30-40 will give people mining a good shot at not hitting any regions.

The parent nodes, 'redprotect.user', 'redprotect.admin', don't work. (Untested, presumed from last build)
