PTM173

This version was built against craft bukkit server version CB 1.1-R1. Version 3 represents work on mc&cb 1.1.

The build has no major fixes. I have spent a fair bit of time testing this build though.

There is one minor bug fix: incremented the version number correctly in the artifact.

The following issues are likely still present: raining where it should be snowing (as far as I can tell it's client side) biome coloration is like it is in v1.1 (again also client side as far as I can tell)

I have spent a good bit more time verifying that these two known issues are simply not fixable without a client side patch.

* there is an issue with existing terrain getting biome colorations from 1.1 terrain generation. (client side problem)
* there is an issue with existing terrain getting rain/snow from 1.1 client side (client side problem)
