PTM173

This version was built against craft bukkit server version CB 1.1-R1. Version 3 represents work on mc&cb 1.1.

The build was a quick build to update the code to simply function. I haven't spent a whole lot of time testing but will hopefully do so within the next few hours.

The following issues are likely still present: raining where it should be snowing (as far as I can tell it's client side) biome coloration is like it is in v1.1 (again also client side as far as I can tell)

* there is an issue with existing terrain getting biome colorations from 1.1 terrain generation.
* there is an issue with existing terrain getting rain/snow from 1.1 client side
