- Added custom WorldGuard flag to determine if a region should have it's chat separated from the rest of the world.

- Added configuration option to choose whether regions should have restricted chat by default (defaults to false).

- Added configuration option to choose wether regions that are chat-restricted should receive chat from non restricted regions (defaults to false).

- Added permission to bypass restrictions when sending a message from a restricted-chat region.
