all the players get the lines with no prefix

denies the target or the caller, even both from getting the msg
flags are:

• [@no-target] / [@notarget] / [@nt] - for deny the msg from the target
• [@no-caller] / [@nocaller] / [@nc] - for deny the msg from the caller

there must be a time between punish a given player
(time modifiable in config.yml file, the unit is sec)
