Spawnsurance message is now customizable

• /spawnsurance set message-text this is the text you will see when spawnsurance triggers

Spawnsurance can now integrate with vault

• /spawnsurance set pay-source vault
• /spawnsurance set pay-source default
• /spawnsurance get pay-source

(the default pay-source is "default" for legacy support, so you need to set it to "vault" if you want the new functionality)
