Times can now be specifed in 24 and 12 hours format.
The times are displayed in the messages exactly as they are specified.
Spaces are ignored when parsing the time value, so spaces can be added for aesthetics when used in the messages.
e.g.
'06:00', '06:00 AM', '06:00AM'
'14:00', '02:00 PM', '02:00PM'
