Notify

• Permission nodes can now be negated from ops.
• Removed alias "/h" for /help. Use "/notify ?" instead.
• Changed the way the file path is handled so that it no longer includes mixed slashes and backslashes.

• Linux: Fixed a problem where the default directory did not point to the sound file.
• Linux: Sounds should now play properly.

All players with the permission node "notify.update" are sent a message saying an update is available upon login, even if their isn't one.
