Not many bugfixes but enough to push a release.

- Fixed players potentially having null languages (thanks to justin393 on dev.bukkit for spotting and reporting that)
- Fixed "/langreport script" (it didn't work before)
- New method for setting languages, commands are the same.

This version is built specific to 1.6.4 and lower and I advise you do NOT use this version on servers 1.7.x and above.
